A group of 40 Tory MPs representing the party’s most marginal seats are calling for the burden of Stamp Duty to be changed from buyer to seller.
The Forty Group’s paper, which is written by MPs James Morris and David Mowat, says that there should be a principle that first-time buyers do not pay the tax.
The paper says that sellers are in a better financial position to pay Stamp Duty Land Tax than purchasers.
Prime minister David Cameron welcomed the report, which has been written as a ‘moderate manifesto’ to woo swing voters.
The Stamp Duty proposal is one of 40 policy ideas published by the group. Others focus on social issues such as mental health for young people, and shifting economic activity away from London towards the regions.
