The Government has today published its long-awaited response to the Rugg Review, the ndependent review of the private-rented sector brought out in October 2008. Among various recommendations, the Government proposes to introduce full mandatory licensing of all letting and managing agents, to be managed by an independent body. The proposal comes just one week after ARLA launched its own voluntary licensing scheme for its members.

Also proposed by the Government today is a register of  landlords to include not only a landlord’s name and home address but also the addresses of their rental properties.

This national register would be run by an independent organisation and landlords (or their agents) would have to register every year, “paying a small fee to cover administration costs.” In return, landlords would receive a registration number to be used in tenancy agreements, court proceedings including eviction, and housing benefit claims. Other proposals released today include increasing protection for tenants whose landlords default on their mortgages.

    Again, following last week's Government pre-announcement at the ARLA voluntary licensing announcement I stated.......
    "It will only work if policed rigourously.
    Is there a budget for whoever is going to police this?"
    Otherwise, as in Scotland, it will get abused/ignored. The one benefit is the Landlord Registration Number on any documents which Scotland does not have. Is this a sign of linked up thinking at last?
