The stamp duty holiday has been a red herring for some time now, I completely agree. Shortage of stock is fuelling the growth in house prices, increased demand as a result of different decisions now being taken by people as a side effect of the implications of the pandemic and how people are now setting themselves up to work are also contributing.

We are experiencing similar issues down in Brighton & Hove, coupled with the fact that sellers know that they wont qualify for the stamp duty holiday if they move now. Perfectly understandable that sellers want to wait until the Spring when the sun is out (hopefully), the gardens are looking better and the vaccination programme is even further down the line.

As I said when commenting on an article re Stamp Duty last week, the most sensible course of action would be a tapered end to the Stamp Duty Holiday. It's not really a question of extending it so that we can keep the market flying, it's more a question of allowing those transactions currently in the pipeline to benefit from it. We all know that there will be a mad scramble as we get closer to the 31st March and that conveyancers will not get many of these transactions done in time because of the volume of work they currently have on their plates.

It would be far more sensible for there to be a tapered approach to the end of the stamp duty holiday. I appreciate that could be difficult to police but the reality is that conveyancers, lenders and surveyors have been over run by the increase in business and many sales currently in hand will fail to complete in time. Given the current COVID issues again this will also give conveyancers challenges with simultaneous exchange & completions and a requirement for COVID clauses. What happens if someone fails to complete because of COVID? A tapered finish for all sales in hand (perhaps contracts would have to have been sent out) by a certain point would make more sense.
