'a previously sold property which reappears on the market having been extensively renovated, without an obvious source of funding (run-down properties may be bought legally, but then renovated using criminal funds)' 'poor explanations for the early redemption of previous mortgages, especially where there has been a penalty cost involved' hmmmm so if you are good at doing diy on a budget or need to sell your property fast you better not have a 'poor explanation'. I can see the criminal fractions cowering in their pants. What a load of rubbish, sounds like legalised mafia trying to get their foot in the door.
