Its a scam to help the major builders. I sent my son to a new build development, on Help to Buy, and there was no negotiation on the price. I went the next day, same plot, and was offered a 7.5% discount as a cash buyer, for a buy to let. So the Help To Buy buyers are paying a premium over and above the true value.
