Very confusing and potentially misleading article I'm afraid. You appear to be suggesting that this is the average cost to the buyer whilst also stating that the "average takes into account conveyancing, surveying and estate agent fees, stamp duty, removal costs and fixed fees such as an Energy Performance Certificate." Of these estate agency and EPC costs are of course paid for by the seller. Conveyancing and removal costs are (potentially) attributable to both parties and it is only surveying and SDLT that are borne solely by the purchaser.
