NAEA says buy to let surge takes demand to its highest for 12 years

The National Association of Estate Agents has quantified what the industry has known for some weeks - there has been a flood of buy to let investors snapping up properties ahead of this week’s introduction of the three per cent stamp duty surcharge.

The NAEA’s latest survey reveals that in February, some 85 per cent of its member estate agents reported an increase in the number of buy to let investors purchasing. 

The Chancellor’s announcement around stamp duty for additional homes, made in last year’s Autumn Statement, meant in January and February this year, 72 per cent and 85 per cent of agents respectively saw an increase in interest from those hoping to purchase second homes.

With added pressure from BTL investors on the market, demand for housing was the highest level for 12 years in February. 

There were an average 463 house hunters registered per member branch – the highest since August 2004 when 582 were registered per branch. This is following an increase in January when estate agents reported 453 per branch, the highest since July 2015.

The number of properties available per branch increased marginally from 33 in January to 35 in February, as the number of sales agreed per branch in February increased too. 

There were an average nine sales completed in February, back to the level seen in October 2015 and a rise from eight sales agreed per branch in January.

Some 24 per cent of total sales made in February were to first time buyers, a decrease of five percentage points from January, as mounting pressure from investors increased competition.

“We’ve seen a real sense of urgency from landlords trying to complete on sales ahead of the stamp duty reforms [but] the mounting pressure and increased demand for housing has meant that first time buyers have had to compete with landlords for property and as a result they have lost out” says Mark Hayward, the NAEA’s managing director.

“We would like to say that come April things will look better for first time buyers. Schemes like the Help to Buy ISA, Help-to-Buy scheme and the new Lifetime ISA all sound great on paper, and there’s no doubt that some young people will definitely benefit from them. The crux of the problem though is that there is still a huge issue with supply and until we build more homes, and crucially the right sort of homes, we cannot fool ourselves into thinking we are doing enough to help people buy their own home” he says.

    Is it not an additional homes SDLT swerve to have each property purchased by its' own legal entity be that a trust or ltd co? It seems that the Govt have blocked a number of potential loop holes but has this been closed off also? Is something that was mentioned to me in passing by a client and haven't been able to find a definitive answer either way.

    It is certainly an extremely difficult climate for first time buyers. As well as there being a shortage of supply, often the stock that is within first time buyers' reach is not the type of sensibly spaced family housing they are seeking. This is potentially a very real long-term problem for developers trying to sell new builds and first time buyers trying to buy - because 'generation rent' are arguably much more precise than previous generations about the type of house they are prepared to commit to for their first purchase. Effective stakeholder engagement is therefore increasingly important to successful planning and place-making because it allows developers, communities and potential future house purchasers the forum in which to jointly try and tackle the age old challenge of trying to provide good quality developments, of an appropriate type, in appropriate locations. Exercised well, stakeholder engagement from an early stage in the planning process can help add real value to housing schemes for developers, communities and those seeking to buy a house. There is no doubt that if we want to see more houses built, whatever our interest in it is, the easiest way to do it is to have communities more accepting of development.
