Quango tells Government to ban homes with low EPCs
Friday 14th August 2009Properties with poor Energy Performance Certificate ratings should be banned from the property market, according to the Energy Saving Trust.
It is calling on the Government to introduce a law that would ban properties with F and G ratings from being sold or rented out from 2015 onwards.
The quango, which employs 140 staff and costs £43m a year to run, was once slated as one of Britain’s most useless quangos, along with the likes of the British Potato Council.
A spokesperson said: “We believe grants, financing packages and advice should make it possible for everyone who wants to act to do so in the next few years.
“But the danger of climate change is so important that, for people who choose not to act between now and 2016, regulation has to be considered to drive action on the most energy inefficient homes.”
The spokesman did not explain how historic properties, such as Grade One and Two listed cottages and castles, could be upgraded to comply.
Nick Salmon, founder of SPLINTA, said: “If the EST had made this proposal with a timescale of decades rather than just five short years, it might have some credibility, but to advocate a ban on the sale and rental of low energy efficiency properties by 2015 is so ludicrous as to be laughable.
“SPLINTA has always held the view that eventually the Government would penalise owners of low energy efficiency property via increased Council Tax, but never envisaged anything as draconian as a ban on sales and rentals.
“It’s fortunate that there’s an election coming as this discredited and decaying government might just be daft enough to think the EST is right.”
EAT says: If you wish to speed up the process of climate change by creating more hot air and commenting in detail on this suggestion, by all means do so, but we would welcome evidence of any quango that is doing a useful job.

Get Profile | I think that the Energy Savings Trust is on the right lines. Human caused climate change is the big challenge of our time; and urgent action is needed to conserve energy. My proposal is that every time a property comes up for sale there should be compulsory investment in energy conservation or insulation measures - there are few better or more needed ways of improving the housing stock. And home insulation improvements are usually best undertaken when the property is empty. |

To insall a gas boiler in a property with no gas supply is, as you point, is out costly. The DEA has NOT conducted a correct survey! If no mains gas available...then the DEA should put that in his report! Then there would be no recommendation of a gas boiler!! The DEA is one of "our" "Cowboy's"!! Get Profile | We have marketed this month a flat with a G rating where the only improvement would be to install a gas condensing boiler, the suggested cost being £654.
Even if our clients were to carry out that installation it would still be a band G. What the assessor appears to have overlooked is that there is no gas in the property, or even the block. I cannot see Transco providing gas to the flat for free, so would the landlords be obliged to leave the property vacant but still pay 75% of the council tax (the proportion for vacant property in this part of rip-off Britain)??? The lunatics really have taken over the asylum. |

What a joke and what a waste of money, talking of which how much of the £43 million a year is waste paper, used up electricity, heat loss in their building etc costing the environment. Job for boys ... about time they were put up againgst a wall! How would one try and sell a property that needed renovation that an O.A.P couldn't keep up to standard with there non-existant government pension and taxes and taxes and taxes? Low energay lights, cavity wall and loft grants won't move you out of the G & F bands if it's a shed. |

See Profile or Message Pete . | Whilst this might be a little draconian in its approach the idea behind it is sound. I see little or no excuse in a property rating an F or a G when all it would take is a little loft insulation to improve the rating.
The only issue is as I see it that energy assessors forced to cut costs so many cut corners. This results in doubts being cast over the accuracy of many EPCs to be an adequate tool for a job like this. Something like this will be introduced in the future regardless of which government is in power as the legislation that binds EPCs is Europe wide. Then you all might be a little more interested in what energy assessors get up to whether you like it or not ;) |
